Rules of Play for Club Championships and Spring Tournament

Time LimitsAll moves in 90 minutes but each time a player makes a move an additional 30 seconds is added to the clock time.
Completion of TournamentAll games must be completed by the date allocated for the final round of play, unless prior permission is obtained from the Arbiter.
Draw and Table AllocationsAre detailed on the draw sheet circulated by the Club. The first listed player plays White.
Postponed GamesShould preferably be played on nights allocated for postponed games to be played. You may arrange with your opponent to play on an earlier date than listed on the draw sheet, if he or she agrees, and/or at a different venue.
Subject to dispensation by the Arbiter, no more than 2 games may be postponed.
A player postponing a game has the obligation to make arrangements with his/her opponent to play the game on a mutually convenient date that – subject to the Arbiter’s dispensation – must be within 3 weeks of scheduled date. Any games not played within this postponement period will be forfeited, subject to the Arbiter’s dispensation.
Manly Spring Tournament Swiss PairingsPrior to Round 7, a ½ point bye can be taken on one occasion only, provided notice is given at least 7 days before the Round is due to be played. In respect of postponed games, notional points will be allocated for the purposes of the draw only, as follows:
• rating difference of →300, one point will be allocated to higher-rated player;
• rating difference of ←301, a ½ point will be allocated to each player; and
• un-rated players will be treated as having rating of 1,000, subject to the Arbiter’s discretion.
Non-AttendanceIf you are scheduled to play a nominated opponent and are unable to attend, you must notify your opponent as soon as practicable that you wish to postpone. Failure to do so before 12 noon on the day of the game will result in your forfeiting the game, unless the Arbiter gives dispensation in exceptional circumstances.
ArbitersNorman Greenwood and Tze Weng Foong will be appointed joint Arbiters for each event, until otherwise advised. If one of 2 co-Arbiters is indisposed during play, the other will act as Arbiter.
Appeals CommitteeA competitor dissatisfied with an Arbiter’s ruling has the right to refer the matter to an Appeals Committee comprising at least 3 members out of 5 entrants who will be nominated at the commencement of each Tournament. Such an Appeal must be made on the night that the disputed game was played.
Completion of GamesThe results of games completed must be entered on the draw sheet on display on the night, as follows:
• by the winner; or
• if match drawn, by the player with the white pieces.
Analysis of Completed Games
Social Chess
A separate section away from the Tournament Area will be set aside for analysis of completed games and social chess.
Recording of MovesMoves must be recorded by both players on scoresheets provided, as required by FIDE Rules.
Player DisturbancesPlayers should be aware of FIDE Rules, which prohibit mobile phones or other electronic means of communication being brought into the playing venue without the Arbiter’s authorisation.
If a player’s mobile or pager rings audibly during play, this will lead to his/her immediate forfeiture of the game. The opponent’s score will be determined by the Arbiter.
Tie-BreakerIn the event of a tie, the winner will be the player the sum of whose opponents’ ratings was higher, after eliminating the lowest-ranked opponent, and the ratings of the players involve in the tie. If still tied, eliminate the rating of the next lowest-rated opponent until the tie is resolved.
FIDE Rules Apply, except where inconsistent with the above.
